It is false because according to Newton's third law of motion to every action there is an equal & opposite reaction then it isn't possible that the action will be ahead from reaction force. Both will work at the same time.

To have an equal effect , they have to act simultaneously , so yeah , I agree with you.

I agree with you. my answer is both a and c, action and reaction act simultaneously (newton's third law) and action=reaction (equilibrium)

Yes, that's confusing. Because if they act at diferrent time that would be funny stufs happening such as the boat going away first and the feat of the person feeling the reaction later
