Assume that the radius of the innermost circle is 1. Let A 1 = the area of the yellow section A_1=\text{the area of the yellow section} and A 2 = the area of the white region A_2=\text{the area of the white region} .

A 1 = 2 2 π = 4 π A_1=2^2\pi=4\pi A 2 = 1 0 2 π 8 2 π = 36 π A_2=10^2\pi - 8^2\pi=36\pi A 2 A 1 = 36 π 4 π = 36 4 = 9 \frac{A_2}{A_1}=\frac{36\pi}{4\pi}=\frac{36}{4}=\boxed{9}
