Let the first solution is taken 1litre and the second 4 litre. In 1st solution has water 1/3 litre and milk 2/3 litre thus the second solution has 8/7litre water and 20/7 litre milk .so ratio =(1/3+8/7):(2/3+20/7)=31:74
