when x approaches to 0 (+ve or -ve), value of tan x approaches to zero and value of (1/x) will always approaches to 1.
Note that x is not zero but tends to zero.

take ln on both sides for y = lim then lny = lim x-0 ( -tan x ln x ) ln y = 0 or y = 1
