Given that 210 210 pairs / 6 6 days / 7 7 workers = 5 5 pairs/day per worker, then:

( 5 5 pairs/(day * worker))( 10 10 days)( x x workers) = 450 450 pairs 50 x = 450 x = 9 \Rightarrow 50x = 450 \Rightarrow \boxed{x=9} workers.

We know 210/6 = 35/7 = 5(our constant of cups(C) that each worker(W) made) same with 450/10 = 45/W = 5(C) so the only number that can fit on the operation is 9.
