The mixture of Chloroform and base used as reagent for this reaction, the combination produces dichloro carbene, reactive intermediate , serves as electrophile and attacks on phenol

In the question you've mentioned Reimer-Teimann reaction to prepare phenols? . Actually this reaction is used to prepare salicylaldehyde and salicylic acid from phenols.
