If we draw the newmann's projection of the molecule it will only exist in eclipsed form because rotation is not possible . but in trans form the two methyl groups will be at an angle of 60 degrees to each other minimising the repulsion but in cis they will be parallel to each other maximising repulsion . The torsional strain in the two forms will be same as torsional angle for both forms will be 0 degrees. the reason would be steric strain which is responsible for the difference in stability of cis and trans form .hence assertion is correct and reason is incorrect
