The question makes sense as 23/77 = 0.298701....... recurring. 2015 mod 6 = 5. Hence 0 is the 2015th digit. Actually, 77 x 12987 = 999999 and 23 x 12987 = 298701

Or, you know, you could just find that the recurring series of digits is 298701 like you said, then divide 6 by 2015 to find the number in the sequence...
