Algebra Level pending

Phil wants to cut his paper into a 1:3 ratio. He cuts off a strip that is 1 10 \frac{1}{10} of the ratio. If cuts out that same ratio again, he will have cut out 2 3 \frac{2}{3} of what he needs to cut out. What was the original ratio of the paper, in standard form?

If 2 * 1/10 is 2/3 of x - 1/3, then 3/10 is x - 1/3. 1/3 + 3/10 is 12/30, and 12/30 = 4/10 = .4
