$9=18m+b$ and $11=24m+b$ . Subtracting the first equation from the second gives $6m=2$ or $m=\frac{1}{3}$ . Then $b=3$ which means $y=\frac{x}{3}+3$ . So when $x=9$ , $y=\frac{9}{3}+3=3+3=\boxed{6}$ .
