Case 1: All telling truth

Markings

A-2

B-1

C-2

But 2 labels can not be same number, so case is a contradiction and not possible.

Case 2 : All telling lie

Markings

A- not 2

B- not 1

C- not 2

As A and C both aren't 2, B must be 2 \boxed{2}

Note : It must be mentioned in question that 2 pens can't have same number on them and only 1,2,3 are marked.
