Let us assign d the value x. b and c are 20 & 28% lesser than d respectively. Thus b=80% of x = 0.8x Likewise, c=0.72x Difference in % =100* (0.8-0.72)/0.8 = 10%

Wrong. Final minus Initial divided by Initial.
But you divided by Final
