If we assumed a = 81 and b = 18, then by the commutative property of multiplication, 81 \times 18 = 18 \times 81. If we divide both sides by 100, we can see that (81/100) \times 18 = (18/100) \times 81, which results in 81% \times 18 = 18% \times 81.
