Simple example x = 100 , y = 1 x=100 \ , \ y=1 :

100 % o f 1 = 1 = 1 % o f 100 100\% \ of \ 1 \ = 1 = \ 1\% \ of \ 100

You can't prove a general result just by stating one example.

x% expressed as a fraction is x/100. Therefore x% of y is x times y all divided by 100. In similar fashion, y% = y/100. Ergo, the factor to make equivalency is multiplying y/100 by x.
