Since the skirt is 30% off in the department store, she can get it at 70% of the list price: $ 100 × 70 100 = $ 70. \$100 \times \dfrac{70}{100} = \$70. Similarly, the big mart's price is $ 90 × 80 100 = $ 72 , \$90 \times \dfrac{80}{100} = \$72, and the retail shop's price is $ 85 × 85 100 = $ 72.25. \$85 \times \dfrac{85}{100} = \$72.25.

Therfore, the department store offers the lowest price.
