The pH is the known as concentration or potential of hydrogen in perticular amount present in organic or inorganic chemical. It determine the whether the compound is basic neutral and acidic. Ranging from 1 to 14,below 7 is acidic and above 7 is alkaline BASE .7 is intermediate i.e. Neutral . In case of water is the Universal liquid which possess many charactristics.water act as neutral because when it indicator dissolved in water it doesnt dissocite its molecule in it due to hydrogen bonding. so its niether acidic nor basic. Its exceptional case of water.
