Its simple. 29 days in a month comes in every 4 years or in 48 months. Thus, the probability is 1/48.

You need to be careful. There are (at least) 29 days in January. Can you clean up the wording?

and also there are only two different types of years ! i.e. leap year and a normal year so why can't the answer be (1/24)

Strictly speaking, leap years do not occur once every 4 years, as is commonly believed. For example, 2100 will not be a leap year, despite being divisible by 4. See http://en.wikipedia.org/wiki/Leap_year for more details.
