The answer is 0.

You may be knowing that the time period of rotating of earth is called as a day. Most of us may be thinking that the time period of rotating of earth on its own axis is exactly 24 hours. But they are wrong. The exact time period of rotating of earth on its own axis is 23 hours 56 minutes 4.1 seconds. Thus we cannot get a minimum of 23 hours 58 minutes 23.6 seconds in a day.

Pleas clarify (in the problem) what "a day" means. It would be better to say "earth rotate around its own axis".

Additional information: The Earth's rotation to its axis is called sidereal day while the rotation of the sun to go back to its position is called solar day.

I thought that the average day was 23 hours 58 minutes 23.6 seconds so I got it wrong. This is a very badly designed problem because 99% of people don't know exactly how long a day is.

TIME TAKEN BY EARTH IN ONE COMPLETE ROTATION IS NOT 24 HOURS IT IS ACTUALLY 23 HOURS 56 MINUTES AND 4.1 SECONDS THUS THE 58 TH MINUTE CANNOT EXIST
