There are total 20 ways to get the sum of 21 after rolling four fair dice, while there are total 10 ways to get the sum of 22 on rolling the four fair dice. So obviously the probability to get the total 21 after rolling the four fair dice is greater than the probability to get the total of 22 after rolling the four fair dice.

The lowest total is 4 and the highest is 24. In the middle lies 14, which has the highest probability (like 7 has with 2 dice). So the further you get from 14, the lower the probability. Hence P(21)>P(22).
