let 2 numbers be x and y.

arithmetic mean=9 i.e. [x+y]/2=9 which gives x+y=18

further geometric mean =4 i.e.
xy= 16

now, sum of roots=18 and product=16

using Vieta's formula, equation is x^-18x +16

why is this even a level 4 question?

We are given that arithmetic mean is 9 which means that sum of roots is 18 and geometric mean is 4 so product of roots will be 16 which is satisfied by the equation

x 2 18 x + 16 = 0 {x}^2 - 18x + 16 = 0
