the given relation is clearly symmetric.

a relation is said to be transitive if ( a,b) (b,c) (c,a) satisfy it.

the given relation is not transitive

I didn't understand why no transitive.

The circle given has its centre at origin and hence is symmetric in all quadrants. If (a,b),is a point on the circle, then so is (b,a).
