Let z=x+iy |z|=sqrt {x^2 +y^2} Therefore The term simply becomes

3x^2+3y^2-6x-12y+45=k (say)

(x-1)^2 +(y-2)^2=-10+(k/3) For minimum LHS=0 THEREFORE k=30
