Let's start with the 1st and 2nd row, you will see that each circle next to each other has to be different horizontally and vertically. So if you look at the 3rd column where there is only 1 circle missing, it got to be the "stripe dot". The last 4th row having the same idea, it's missing the "stripe dot". Coming back to the 3rd row, we can see its missing the BIG circle. Thus, C is the answer.
