It's caused by stimulation of the retina. When we rub our eyes, we generate stress which our eye cells interpret as receiving light, so our visual cortex show some geometrical and light forms that are shaped just as our cerebral structures. However, phosphene can also be produced by psychedelic drugs, magnetic fields and radiation. Also, a phenomenom called Closed-eye hallucination is strongly associated with some forms of phosphene. I was inspired to make this problem by a scientific divulgation spanish youtube channel called BioTube.
