September 24th. If this date is represented on a regular clock, then the hour hand will be between 9 and 10, and the minute hand will be on the 24th minute.

The angle between 9 and 10 of the regular clock is 360º/12 = 30º.
As the minute hand is on the 24th minute, the hour hand would have moved (24/60) of that 30º, which is 12º. This means that on 9:24, the hour hand is on the 47th minute. (The angle between each minute is 6º, so 9 x 5 + 12/6 = 47)
Now, the obtuse angle between the 2 hands is 6º(47-24) = 6º(23) = 138º
