It would be my brother Bill.

Funny way to solve this: Read that message upside down. If you do, then you will actually notice that the numbers will be resembling letters and that those letters form legible sentences. The message would then read to be "Bill is boss. He sells oil."

well, i was just guessing together with my classmates and i answered bull while their answer is bill, indeed its bill so i regret 'coz i did not listen to them...and we just burst into laughter [having fun] ???i also don't have any idea about computer science??? i just tried answering...
