with 1st pant--he can choose 5 shirts........[5 ways]

with 2nd pant-he can choose 5 shirts.......[5 ways]

with 3rd pant--he can choose 5 shirts.......[5 ways]

so, total 15 ways.

By the rule of product , we have

5 ( 3 ) = 15 5(3) = 15 ways of choosing a shirt and then a pant
