In order for the number to be small, the first digit has to be as small as possible. Since it cannot be 0, it has to be 1.

The second digit should be as small as possible, hence it is 0. This is distinct from 1.

The third digit should be as small as possible, and also distinct from the others. Since it cannot be 0 or 1, it has to be 2.

Thus, the smallest 3-digit number is 102.
