To be able to compare, one needs at least 3 of the distances involved.

Do you mean the horizontal distance between the car and the people? Because I forgot to consider that and got the wrong answer :(

Any 3 distances will do. You have to realize that even though it looks like A's building must be taller because the depression angle is bigger, but B's could be taller if it's position is further away from the subject (car). For example, a toddler who looks down at the cat at his feet (depression angle 90) is not necessarily taller than his mommy who is looking at the same cat 10 feet away (depression angle definitely less than 90).
