Because boat is moving toward east, it makes wind flowing to the west, so flag is effecting by two forces in two directions west and north. Hen it blown over by the : N o r t h w e s t North-west

The flag moves at 4 m/s west, because the boat is moving east at 4 m/s. The boat is also moving north at 2 m/s, and the wind is blowing towards the north, so 6-2 is 4 m/s north, so it is north-west.
