Player 1's chance to win:(1,3)(3,1)(2,4)(4,2)

Player 2's chance to win:(1,2)(2,1)(2,3)(3,2)(3,4)(4,3)(4,1)(1,4)

Player 3's chance to win:(1,1)(2,2)(3,3)(4,4)

Player 1 and 3 has 25% to win,and player 2 has 50% to win,so player 2 has a greater chance.
