How did this problem get up to 1500? This is so troll.
Daniel is right. The square root is a function and can only return one value. By convention, it returns the positive number which should have been 9 9 .
The problem should be find the sum of all possible solutions of x^2=9801

Solution is positive and negative. Their absolute value is the same. For example 1 has two solutions, which is ± 1 . Adding these two will give 0. 9 8 0 1 also has solutions ± 9 8 0 1 . Adding these two gives 0
Actually, the only square root of 9 8 0 1 is 9 9 . But the two solutions to the equation x 2 = 9 8 0 1 are 9 9 and − 9 9 . There is a difference between the two.
The value of any square root(that is not imaginary) can be positive or negative, because when you square them they become positive. Therefore, it is 0 because the two solutions are opposites.
What? A square root should be a positif number
