The moves are:

1. Rf7+ .... (Here black has 2 options) either Rxf7 or Ke8

2.if Ke8, then Qg8# or if Rxf7, then Qxf7#

Therefore 2 moves is the answer.

First Move (white) - Rf7

First Move (black) - Rf7 or Ke8

Second Move (white) - Qf7 or Qg8 respectively
