Calculate the net torque on the body:

T = R ( 3 M g 2 M g 2 ) = M g R T = R(\frac{3Mg}{2}-\frac{Mg}{2}) = MgR

Torque is the rate of change of angular momentum.

This option is technically incorrect. Torque/Angular Momentum is always defined about some axis/point. In this case, the axis passing through the center and perpendicular to the plane of the disc gives net torque as MgR. Regards
