Your shoe is equivalent to a capacitor,and the alternating current is still allowed in the circuit(Don't tell me you're still using direct current)

It's generaly pretty dangerous to try to directly measure the current of a main power line, unless one uses a non-contact capacitive test pencil, which measures the changing electric field of an AC current. Then no circuit "needs to be completed", and everything can be insulated for sake of safety.
