for a bubble, pi-po = 4T/r, where

pi= pressure inside the bubble po= pressure outside the bubble

case 1

if the inner bubble bursts pi of the outer bubble increases where as po remains same. ie. force inside the bubble is more than force outside. Therefore, bubble expands

case 2

if the outer bubble bursts, pi is same but po will decrease. ie. force inside the bubble is more than the force outside. Therefore, bubble expands
