You don't need any special knowledge of projectile, only the definition of velocity and have that much observation how a projectile's shape is. When it is at maximum height it does not go any above, which means it's velocity in the vertical direction must be 0 otherwise it should have gone up. But we know from the shape or path it will go further horizontally, which means it has horizontal velocity. So false.

I have that much knowledge only :)

Actually, the velocity of a projectile in the vertical direction is 0 0 at maximum height, but the horizontal velocity, i.e., v x = u x = u cos θ v_x=u_x=u\cos{\theta} is not 0 0 . Hence, the velocity of projectile as a whole is not 0 0 .
