there are many ways to do that.

$1$ . $\frac{9 \times 9}{9}$ $+\frac{9}{9}$ $=10$

$2$ . $9 \times$ $\frac{9}{9}$ $+\frac{9}{9}$ $=10$

$3$ . $\frac{99}{99}+9=10$

$4$ . $\sqrt9+\sqrt9+\sqrt9$ $+\frac{9}{9}=10$

$5$ . $9-9+9$ $+\frac{9}{9}=10$

$6$ . $\frac{9 \times 9}{9 \times 9}+9=10$ ....etc

There is actually, another way, Here's how. . .

9 * 9 /9 + 9 / 9.

I.e, 81 / 9 + 1

Or, 9 + 1 = 10. . .
