I would suggest to the problem writer to use better punctuation and to speak more clearly. Otherwise, we can set up a figure RQPS, and prove that it is a parallelogram. Because QP is a tangent, QP and RS are parallel. If we do a bit of angle-chasing, we can prove that it is indeed a parallelogram, thus angle QRS is 30 degrees.
