Yes. The man is holding exactly three women hostage.

The mother is both a mother (of the youngest hostage) and a daughter (of the grandmother.)

I'm just wondering how much the hostage negotiator actually knows. If all they know is that there is a grandmother, a mother and two daughters being held, then this could involve any of 4, 3 or even 2 women, in which case there would be insufficient information for the negotiator to go along with the proposal.

I agree. All women are daughters of someone. The question is a little ambiguous.

What if the man just make the police go away then he broke the deal?

Plus, I think the police just make a big circle around the area when the hostage were released and the man went out of the area the police just catch him outside the area, that means the police does NOT broke the deal.
