As long as it's actually possible to make a quadrilateral with the given sidelengths (we can't make a quadrilateral with sidelengths like 1 , 1 , 1 , 1000 1,1,1,1000 for obvious reasons), the answer is true . Start with a big enough circle, then close it up:

any square is cyclic no matter what
