With the triangle inequality , $x$ satisfy the inequaities

$x+5 > 17$ and $9+5 > x$ .

Then simplifying these inequalities gives $14 > x > 12$ and this condition is only satisfied by the integer answer $x = \boxed{13}$ .

the inequality sign is in the opposite direction, i think
