It's a binary clock which has been rotated clockwise by two hours.

The hour hand points at 1 1 2 = 3 10 11_2=3_{10} and the minute hand points at 110 0 2 = 1 2 10 1100_{2}=12_{10} so the answer is 3 : 00 3:00

I understand that it is supposed to be obvious that this is a binary clock but is it right to make that assumption when it is not stated.

03:00, turn the clock 60° conterclockwise to have noon at the top .

Rotating the clock changes the rules of how you read it. It is 12 minutes past 3 , or 3:12.
