Observing the digits of each number that we were given, we can see that:
11 = 10 * 1^1 + 1^0
421 = 100 * 2^2 + 10 * 2^1 + 2^0
27931 = 1000 * 3^3 + 100 * 3^2 + 10 * 3^1 + 3^0
