The world is divided into 24 standard time zones. Relative to Singapore in April,
Sydney's time is +2 hours,
London's time is -8 hours, and
New York's time is -12 hours.

If it is Tuesday,12 April, 9a.m. in Singapore, which country's local time is Tuesday,12 April,1.a.m?

Logically suppose that you are on that time at your home in Singapore and just want to see the local time of the city situated in their country. So the running time at your home is 9 am Tuesday 12 April at day, as mentioned the others time at that time means running time of local is at same with home (Singapore's) time. So it was 1 am time then just add and subtract as per there sign by 9 hours to know which country city time is locally given time is with running time of home.

Sydney ,as per local time its +2 hours of the homes running time: 9+2=11 am local time.

New York, as per local time its -12 hours of the homes running time : 9-12 = -3 hours

London, as per local time its -8 hours of the homes running time : 9-8 hours = 1 am , thats it...the running time of home is 1 am at that time London's time is -8 ... so the London local time is 1 am 12 April Tuesday.

Your solution has all the right ideas. However, the phrasing could be made easier to understand.

For example, when you say “Sydney, as per local time its +2 hours of the homes running time: 9+2 = 11am instead of 1am local time”, what you really meant is “On Tuesday 12 April 9am Singapore time, it is 9+2 = 11am Sydney time.” (I’m not sure what “instead of 1am local time” at the end refers to.
