The difference of hours between Sydney and Delhi is 5h and 30 min. He starts at 10am plus 13 hours is 23.00 (11pm). So we subtract 5h30min and we have 5.30 pm

Time between Sydney and Delhi = 1300 hrs - 0730 hrs = 0530 hrs ..................................... From Sydney >>> Delhi = 13 hours =1300 hrs ............................................................................... When Ragini arrived in Delhi , the time in Sydney = 10 a.m. + flying time (13 hours) 1000 hrs + 1300 hrs = 2300 hrs
The time in Delhi = The time in Sydney - Time between Sydney and Delhi...................... 1730 hrs (5.30 p.m. ) = 2300 hrs - 0530 hrs

Based on what I know, Sydney is 2 hrs ahead of Singapore while Singapore is 2.5 hours ahead of new Delhi making Sydney 4.5 hours ahead of New Delhi. But according to the question, the time difference is 5.5 hours so Sydney is probably observing Daylight Saving Time.
