96000000 is divisible by 24. 95999989 is 11 hours short, so time will be 7 O'clock in the morning.

Since there are 24 hours in a day, we can use modular arithmetic to find the answer.

95999989 ≡ 13 ( mod 24 ) 95999989\equiv13\quad\left(\text{mod}\quad24\right)

Hence the time is 18:00 + 12:00 which is 7:00.
