as water flows out of the bob ,the time period first increases then decreases.initially when the sphere is completely filled with water its center of gravity lies at its center .as water flows out ,the c.g. begins to shift below the center of the sphere.the effective length increases and time period increases.(T is directly proportional to length ). when the sphere is empty, c.g. is once again shifted to the centre of the sphere and T attains initial value.
