Each pipe contributes/remove water at the rate of 1/10th, 1/12th and 1/20th per hour. Set up the equality.

(1/10)+(1/12)-1/20 = 2/15 of the tank per hour . ( Minus 1/20th because water is being removed at that rate)

If it takes an hour to fill the tank 2/15th , then it will take 15/2 hours to fill the tank15/15th.( 1 full tank) 15/2 hours is 15/2 * 60 minutes or 450 minutes.
