To Draw or not to Draw 1

In a game of Tic-Tac-Toe , $\color{#3D99F6} O$ goes first and $\color{#D61F06} X$ goes second . $\color{#3D99F6} O$ 's aim is to make either one of them win the game, whereas $\color{#D61F06} X$ 's aim is to make the game end as a draw. Assuming optimal play, who will achieve their aim?
